Folio was spawned by ruby-talk:311762.

Main new feature added with this release is support
for XDG base directories.

This is the third release since the initial idea.
Techincally this is still "alpha" code as it needs
many more tests. Nontheless, the library is a rather
strightforward wrapper around Ruby internals, so it
is already very usable.
