Feature: Formatting options for CSV files

  The `file` block offers options for setting the CSV file's delimiter character, quote character and encoding.
  All native Ruby encodings are supported.

  The default values are:
  - delimiter: ,
  - quote character: "
  - encoding: UTF-8
